Though the 469-mile national park, the Blue Ridge Parkway, that stretches through the mountains of Virginia and North Carolina was conceived during the 1930s and its last mile was finally paved 16 years ago, the Parkway isn't finished. Its bureaucracy is only beginning to deal with challenges off the pavement including encroaching development, protecting rare natural life, the powerful but misleading myth of rugged Southern highlanders, and marketing the towns and vistas along the road to its visitors.
