THE FORGOTTEN VICTIMS: Last summer, the nation watched in disbelief as picturesque coastal Florida communities struggled to weather four hurricanes. But as the storms pushed well beyond the shore, the suffering of those in many small in-land towns went unnoticed by both the news media and relief agencies. So, residents in rural communities like Wauchula, Arcadia and Zolfo Springs did what they have always done in times of crisis turned to their neighbors and their churches. Their survival is a testament to the strength of the small-town spirit. Public works workers from another county in Florida climb all over the Aracadia water tower which greeted visitors as they came into town. The tower was knocked over by hurricane Charley even though it is 45 minutes inland from where the hurricane came ashore. The workers were in town helping to repair the sewer and water lines when they took a break to pose for a co-worker who was taking their photo for a souvenir.
