LOSING THE FIGHT Immigration Enforcement Agents Paul Kouame and Greg Dews prepare shackles for the aliens they will transport to San Diego for that evening's flight to the detention center in Arizona. Illegal aliens are processed and loaded to be returned to Mexico and Central America at the US Immigration and Customs Enforcement, LA field office of the Department of Homeland Security.
